“Since that time, [Carter] has had the experience in custody … he has acknowledged his gambling problem,” his barrister Simon Buchen SC told the court.
Buchen said his client was unable to reoffend because he can no longer act as a tax agent, which was his main tool to commit the alleged frauds.
He said Carter had also taken steps to lock himself out of gambling once released.
